Digital excise stamps — a track and trace technology with digital markings — will be introduced in Ukraine for excisable goods, including for duty free goods, the country’s Ministry of Digital Transformation announced on Telegram on May 2.
The measure is expected to be in effect as of March 1, 2025.
Ukraine loses billions of hryvnias every year on the alcohol and tobacco black market. As a result, the state budget falls short of revenues, while corruption and smuggling thrive, the message reads.
Consumers will be able to ensure that they are not buying a counterfeit product by scanning a digital excise tax stamp via the Diia App (an application of e-governance in Ukraine) and checking the following parameters:
● product description
● manufacturer
● place and date of production
● current location of the product
● digital excise stamp status.
If the stamp bears the wrong information or is inactive, one click will be enough to notify the government via Diia.
The ministry is convinced that the track and trace technology will make the illegal market shrink and boost budget revenue from excisable goods by 15%.
