Eight payment companies get green light from central bank to operate

The National Bank of Ukraine has issued eight licenses for the provision of financial payment services, according to an update posted on the regulator’s website on April 28.

Notably, state-owned postal service operator Ukrposhta and NovaPay (part of the Nova Poshta) both received licenses.

The following are now included in the Register of Payment Infrastructure:

NovaPay – A payment institution licensed to provide payment services with:

  • Credit and withdrawal of cash to/from users’ accounts, as well as all services for the opening, maintaining, and closing accounts (except for electronic wallets)
  • Payment transactions with the user’s own funds from/to the user’s account (except for payment transactions with electronic money), including credit transfers, debit transfers, other payment transactions, including with the use of payment instruments
  • Payment transactions from or to the user’s account (except for payment transactions with electronic money), provided that the funds are provided to the user by the payment service provider on a loan basis, including credit transfers, debit transfers, and other payment transactions, including with the use of payment instruments
  • Issue of payment instruments and/or acquiring of payment instruments
  • Transfer of funds without opening an account.

Ukrposhta – A postal service operator licensed to provide payment services with:

  • Transfer of funds without opening an account

FC Platizhnyi Tsentr, FC MBK, FC Yedynyi Prostir, Diamond Pay, Financial Company Finexpress, Capital Business Group – all with the status of financial institution lisenced to provide payment services with:

  • Transfer of funds without opening an account.

The Law on Payment Services came into force on Aug. 1, 2022.

Under the law, until April 30, 2023, financial market participants licensed to transfer funds in the national currency without opening a bank account may apply to the National Bank to have their licenses re-issued.
